Our Team
Amber Stevens, Founder & Principal Consultant
Amber Stevens has spent 20 years helping small businesses win government contracts and helping government agencies and economic development organizations build the programs that make it possible. As Founder and Principal Consultant of GovCon Advisors, she brings that experience to every engagement: hands-on, relationship-driven, and focused on results.
An entrepreneur herself, Amber is a dedicated small business advocate who understands what's at stake.

Amber holds a bachelor's in business administration from SUNY Empire State College. She is a Certified Procurement Professional and a member of NIGP - Institute for Public Procurement, the Strategic Executive Alliance, and a 2017 graduate of the Jefferson Leadership Institute.
Zacha Tuttle, Senior Consultant
Zacha Tuttle delivers a strong blend of communications, business development, and government contracting experience to the team. She supports small businesses through strategic communications, proposal writing, community outreach, e-commerce development, and training facilitation to strengthen readiness and visibility in the government marketplace. As a bilingual consultant, Zacha provides Spanish-speaking counseling, expanding GCA’s reach into underserved business communities while delivering both creative and data-driven client support.

Madison Luke, Marketing Manager
Madison Luke holds a bachelor’s degree in Marketing and is currently pursuing her MBA, expected August 2026. She has over three years of hands-on experience through marketing internships and professional roles, supporting branding, digital marketing, and client engagement initiatives across multiple industries.
At GovCon Advisors, Madison helps drive brand strategy, manage social media, and create data-informed content that strengthens client relationships and market visibility. Her work blends strategic insight with creative execution to turn complex ideas into clear, impactful messaging.
Our Interns!
Addison Burker and London Royer are Marketing Interns at GovCon Advisors, supporting brand development, social media, and content creation initiatives. They assist with research, digital marketing efforts, and day-to-day marketing projects, contributing fresh ideas while gaining hands-on experience in a fast-paced, professional services environment.
